W. Beloit Road
Background
The City of West Allis, through the Wisconsin Department of Transportation (WisDOT), reconstructed W. Beloit Road from S. 60th Street to W. Lincoln Avenue. Within the project limits, there is a Union Pacific Railroad crossing just west of S. 60th Street. During the design phase of the project, the Union Pacific Railroad informed the City and WisDOT that upgrades to the railroad crossing signals would be required not only at W. Beloit Road but also at S. 55th Street. These required upgrades were preliminarily designed, and the estimated costs were provided to the City and WisDOT. The cost to upgrade the S. 55th Street crossing was substantial. Since there are several railroad crossings in the area, the City, WisDOT and the Union Pacific Railroad decided to close the S. 55th Street crossing. The City held a public hearing on the closing as required and approved the closing. To allow time for the investigation into the design and costs of the upgrades, the City and WisDOT removed the portion of W. Beloit Road around the crossing from the project constructed. This allowed W. Beloit Road reconstruction to continue and time to make fiscally responsible decisions.
